Freelancers generally need an invoice for a service sale under the EOPT rules. An unchanged Official Receipt is a supplementary payment document. This guide covers invoice timing, old booklets and the 2026 electronic-invoicing update, with official sources checked on October 5, 2026. Confirm your own setup with your accountant or RDO.
If you are still using “OR” out of habit, check the actual document you issue. The title, required details and BIR-authorized setup matter.
Simplehan natin: you need a proper invoice for the sale, a clear record when payment arrives and a system that keeps the two connected. A client’s request for an “OR” is a good time to explain which document you now issue.
What changed after EOPT?
The BIR’s RMC 77-2024 explains the invoicing changes under RR 7-2024, as amended by RR 11-2024. From April 27, 2024, invoices became the primary documents for sales of both goods and services.
The document can use a descriptive name, including “Service Invoice,” provided it meets the applicable requirements. You do not need to call a service transaction a product sale just because your authorized form says “Sales Invoice.”
Here is how the documents fit together:
| Document | Purpose |
|---|---|
| BIR-authorized invoice | Records the sale or service transaction under the applicable invoicing rules |
| Supplementary collection/payment receipt | Acknowledges collection and refers to the relevant transaction |
| Ordinary billing PDF or email | Communicates charges and payment instructions; check whether it is part of an authorized invoicing setup |
| Bank or wallet confirmation | Records the money transfer |
A payment confirmation and an invoice contain different information. Keep them together so you can trace what was billed and what was paid.
When must a freelancer issue an invoice?
Under RR 7-2024, a non-VAT seller must issue an invoice for a transaction of ₱500 or more. An invoice is also required for any amount when the buyer asks.
For below-threshold sales without individual invoices, an end-of-day aggregate invoice is required when their total reaches at least ₱500. VAT-registered sellers issue invoices for every transaction regardless of amount.
These requirements come from the law and regulations. Exactly ₱500 is included; it should not be described only as “more than ₱500.”
For services, invoice issuance follows the sale or billing rules, including credit transactions where payment will arrive later. You should not routinely wait for the bank or wallet payout before documenting a service already billed.
Here is a sample timeline:
| Event | Record |
|---|---|
| A completed service is billed on July 31 | Issue the required invoice for that transaction |
| The client pays on August 5 | Record collection and match the payment to the invoice |
The dates illustrate the distinction. If the sale and payment happen together, one properly issued invoice can document that transaction. When collecting an amount already invoiced, match the collection to the existing invoice rather than issuing a second invoice for the same sale. For retainers, advance payments or other arrangements that do not fit this simple example, confirm the correct treatment with your accountant or RDO.
What should you check on the invoice?
Use the format authorized for your business and tax status. Review the required fields with your printer or accountant before the forms are produced.
Check the registered seller name, business address, TIN and branch code; VAT or non-VAT designation; prominent invoice serial number; transaction date; quantity, unit cost, service description and total. Include the buyer information and tax breakdown required for your transaction. This is a working checklist, not a replacement for the full prescribed format.
Describe the work specifically enough to match the agreement. “Virtual assistance services for July 2026 under the monthly support agreement” is more informative than a bare “services,” when that accurately describes the transaction.
Keep the serial sequence and records organized. If you make an error, follow the proper correction or cancellation process for your authorized document rather than silently changing a previously issued record.
What about clients abroad?
A foreign client’s location does not remove the applicable Philippine invoicing obligation for your business.
Issue the appropriate invoice to the client and retain your copy. The BIR invoice is not simply an internal document that you fill out and keep away from the buyer.
If the client also needs a billing PDF with a purchase-order reference, payment link or other details, you can provide it as part of the billing process. Make clear how it relates to the numbered invoice so the same sale does not get recorded twice.
For a foreign buyer without a Philippine TIN, use accurate identifying details and confirm the required fields with your accountant or RDO. Do not invent a Philippine tax number to fill a blank.
For marketplace work, reconcile the underlying client billings, platform statements, fees and payouts. One withdrawal can combine several transactions, so “one invoice for every cash-out” may not describe the actual sales.
The international client invoicing guide covers the practical billing details to agree with the client.
Can you keep using old Official Receipt booklets?
RR 11-2024 provided two transition paths for remaining Official Receipts.
As supplementary receipts: remaining forms could be used until consumed with the required stamp: “THIS DOCUMENT IS NOT VALID FOR CLAIM OF INPUT TAX.” They acknowledge payment alongside the proper invoice.
As converted invoices: the old title could be struck through and replaced with an appropriate invoice title, with all required invoice information included. The transition required an inventory report by July 31, 2024.
A properly converted form is different from an unchanged old OR. The continued-use provision should not be read as fresh permission to start an undocumented conversion in 2026.
If you still have old booklets, check their ATP, serial numbers and any submitted inventory with your accountant or RDO. If the required transition paperwork was missed, ask how to correct that situation before continuing.
Huwag mag-stamp lang dahil may nakita kang tutorial. Confirm that the booklets and records meet the applicable transition rules.
Getting custom manual invoice booklets
If custom manual invoice booklets are appropriate for your business, start with your BIR registration and the current Form 1906 process for Authority to Print Invoices. The BIR’s registration guidance also lists BIR Printed Invoices as a separate option; ask which route is appropriate and available for your setup.
Work with a BIR-accredited printer and check the approved details before printing. Keep the ATP and related documents with your registration records, then track the invoice serials you issue.
The BIR registration guide explains the wider setup. Printing charges and any professional assistance should be agreed with the provider; they are separate from the former annual registration fee, which EOPT removed.
RR 6-2022 removed the five-year validity period. Older booklets still need a status check: the BIR’s clarification distinguishes forms that had already expired before the change from those that remained valid.
Does a PDF count as an electronic invoice?
A document being digital is not enough to establish BIR compliance.
RMC 98-2026 requires structured data and a compliant registered system. Manually prepared Word, Excel, Google Docs or Google Sheets invoices do not qualify as electronic invoices for tax compliance.
Check the Permit to Issue Electronic Invoice, or PTI, required for your setup. A CAS Permit to Use or Acknowledgment Certificate does not by itself authorize electronic invoice issuance.
An ordinary billing tool can still help communicate with clients, while the required tax invoice is issued through the appropriate authorized process.
The electronic-invoicing update for 2026
The September 22, 2026 circular requires covered taxpayers to comply by December 31, 2026, while excluding micro taxpayers from that mandate. Specified e-commerce, large-taxpayer and invoicing-system categories are covered.
Previously covered taxpayers generally retain their electronic-invoicing obligation after downward reclassification unless the BIR expressly provides otherwise.
Electronic invoice issuance and electronic sales reporting are separate obligations. Check which rules currently apply before buying software.
Being a solo freelancer does not establish your classification. Bring your registration and current billing process to your accountant or RDO for review.
Keep the billing and payment records connected
A simple record for each transaction can include the invoice number, client, service period, billed amount, due date, payment date and payment reference. Record fees, withholding and any remaining balance separately.
If a client says “Please send an OR,” a plain explanation can help:
“We now issue a Service Invoice under the current BIR rules. I’ll send the invoice for this billing and confirm the payment once received.”
Use the actual name of the authorized document you issue. If they need additional information, confirm what is required before preparing another document.
Pag malinaw ang invoice number at payment reference, mas madaling balikan kung ano ang bayad na at ano ang pending. Review the records regularly, and resolve missing or inconsistent documents while the transaction is still easy to trace.
