Quick answer:
- A held PayPal payment is already in your account, but you cannot use it yet. Don’t ask your client to pay again.
- Log in to PayPal yourself and click Know your options under your balance to see why it is held.
- For a service payment, update the order status to Completed once the work is done. PayPal says it releases the hold 7 days after that, and in rare cases holds it for up to 21 days.

May payment na, pero hindi mo pa magamit. That feeling is stressful, especially when bills are waiting. The good news: most holds come with clear steps inside your account. Let’s go through them together.
Start with the transaction you can see
Open PayPal yourself by typing the address or using the app. Skip payment links sent in emails or chats. Find the payment in Activity and note its status, amount, sender and any action PayPal is asking for.
PayPal tells users to click Know your options under their PayPal balance to see why a payment is held and how it may be released.
Use this quick sorting checklist:
| What you see | What to do next |
|---|---|
| Payment marked on hold | Read the hold reason and release options |
| Identity or video KYC request | Finish verification inside your account |
| Dispute or account limitation | Follow that case’s own instructions first |
| Only an email or screenshot | Find the payment inside PayPal before treating it as received |
Save the transaction ID somewhere private. You can share it with PayPal support. Never share your password or login codes with anyone.
Why a freelance payment can be held
PayPal’s Philippine help page lists these common reasons:
- You are a new seller, or an established seller who opened a new account.
- You haven’t sold anything in a while.
- Several customers reported problems or asked for refunds.
- Your selling pattern changed or looks unusual, like a sudden jump in sales or a new type of work.
- You sell higher risk items, such as event tickets, electronics, travel packages or gift cards.
- Your identity verification, including a video KYC call, is still pending.
- The sender paid you “For goods and services” instead of “For friends and family”.
A hold notice by itself doesn’t tell you which reason fits your case. Read the explanation in your account before deciding what to do.
Online services count too. PayPal’s release steps cover services and intangible items, so you don’t need a parcel or tracking number for remote work.
How to update a completed service payment
For eligible service payments, PayPal lists these steps:
- Go to Activity.
- Find the held payment and click Get your money.
- Choose Service or virtual product.
- Update the order status. Pick Completed only after you have delivered the agreed work.
- Click Submit.
The available statuses are Completed, Pending and Canceled. Follow the options your transaction actually shows. If the service option is missing, ask PayPal support what fits that payment.
Kung ongoing pa yung work, huwag muna markahan na completed just to move the money. An accurate status protects you if your client later has questions.
Keep the agreed scope, your delivery message and your client’s reply in one folder. That record helps even when the payment releases normally.
Ako, I use Zoho Invoice for my clients, and I include the scope of work and the agreed amount on the invoice.
When does the money become available?
PayPal says it releases a service payment hold 7 days after you confirm the order status as Completed. In rare cases, after those steps, it may hold the payment for up to 21 days, for example when it notices an unusual change in your selling pattern.
Treat those numbers as general guidance for eligible payments. A pending verification, account limitation or dispute follows its own instructions. Avoid promising your family or your client an exact release date based on a general article.
After you finish the steps, note any date your account shows. If that date passes or the notice still isn’t clear, contact PayPal through its official Help Center with the transaction ID and a short summary of what you already did.
SAMPLE client update
SAMPLE (edit before sending): Hi Sam, I can see your payment in my PayPal account. PayPal placed it on hold, and I’m working through the release steps shown there. The agreed spreadsheet has been delivered, and I’ll update the service status to match. Please don’t send a second payment while we sort out this one.
Change the delivery line if the work is still in progress. Only say you can see the payment after you have checked it inside PayPal yourself.
Keep client payments as goods and services
PayPal’s User Agreement says you must not send payments as a personal transaction (the “friends and family” option) when paying for goods or services.
So keep the payment type that matches the work. Asking a client to tag a service payment as a gift breaks that rule and won’t give you a reliable way around holds.
Also skip refunding and asking for a fresh payment just to get past a hold. Ask support about the original transaction first, including what a refund would do.
Plan your next payments around holds
For future clients, agree on the payment method and schedule before you start. Leave room for processing time when you plan your own bills.
My own advice: have a clear contract before you start the work.
For client payments, Wise is my first recommendation, and PayPal is also an option. These days, mas gusto ko na diretso sa Philippine bank account ko magpadala ang client, para hindi na ako dadaan sa extra step na mag-withdraw pa from a Wise, PayPal or Payoneer balance.
A small first task or shorter billing cycles can limit how much finished work is waiting at once. These are business arrangements you discuss with your client. They don’t exempt you from PayPal reviews.
Once your funds are available, check what you will actually receive in pesos. The PayPal fee calculator estimates the cost, and the payout comparator shows other ways to get paid. For the full breakdown of receiving, conversion and withdrawal costs, read the PayPal fees guide, and see GCash vs Wise vs PayPal vs Payoneer if you are choosing a main payout method.
Your next step is small: open the held payment, write down what PayPal is asking for, and complete only the steps that match your work.
FAQ
Why is my PayPal payment on hold in the Philippines?
PayPal holds payments for reasons like a new or long inactive seller account, refund requests, an unusual selling pattern or pending identity verification. Click Know your options under your balance to see the reason for your payment.
How long does a PayPal payment hold last for services?
PayPal says it releases the hold 7 days after you mark a service order as Completed. In rare cases it may hold the payment for up to 21 days after you finish the steps.
Do I need a tracking number for freelance work?
No. For services and intangible items, choose Service or virtual product under Get your money and update the order status.
Should I ask my client to send the money again?
No. The held payment is already in your account. Sending a second payment or a refund can create new problems, so follow the release steps or ask PayPal support first.
Can my client send it as friends and family to avoid holds?
No. PayPal’s User Agreement says payments for goods or services must not be sent as personal transactions.
Optional: get your next client agreement ready
If you want a head start on scope and payment terms with new clients, the VA Starter Kit (₱299) includes onboarding questions and an agreement starter. PayPal still makes its own decisions on payment reviews and releases.
